Toppan Printing Greece has been established and started operations in July

Toppan Printing Co., Ltd. (Toppan Printing) has concluded an agreement with
the Greek government (counterparty: The Hellenic Police) to supply the "Greek
Secure Document Issuance System" for an initial period spanning ten years
(April 2006 - April 2015).

In 1997, Toppan Printing developed the "Passport Issuance Printer", which
incorporates a wide array of leading edge anticounterfeit technology. This
received acclaim for its high-security technology, such as the direct stamping
of personal information onto hologram film, and is currently used in 12
countries.

The "Greek Secure Document Issuance System" is a newly developed system by
Toppan Printing.

From August 2006, following the European regulations, Greece will issue
contactless IC passports. The new printing system is capable of issuing on a
single step any type of e-documents of the abovementioned types. This system
will be first used to issue Greek e-passports and dual contact/contactless e-ID
cards for the Hellenic Police.

On the basis of the agreement that has been concluded, Toppan Printing Co.,
Ltd. established a local subsidiary, Toppan Printing Greece S.A., in Athens in
May 2006. The company provides maintenance service and began operations in
July. As a service center for the main issuer, the Hellenic Police
Headquarters, the company will provide support for all issuing needs such as
Greek passports and ID cards. This support will include order management,
inventory control and payment settlement for machines and components in
addition to an issuance system maintenance service.

Toppan Printing will expand its sales of customized issuance systems that
meet the specifications of each country, and will broaden its overseas security
business.

Background
The Technology developed by Toppan Printing is used in 12 countries. More
than 100 million passports have been issued with this technology since 1998.

Furthermore, Toppan Technology was used for the issuance of the
accreditation (AD) cards for athletes and Olympic Family members during the
2004 Athens Olympics, and issued approximately 100,000 AD cards.
